How this record is made

Methodology

These are the commitments behind every answer on this site — how questionnaires are sent, how deadlines are enforced, and how the record is kept honest.

  1. Identical questionnaires are sent to every certified candidate in the covered races on the same day, using contact information on file with the Guam Election Commission. Primary channel: email with delivery confirmation.
  2. Candidates have 21 days to respond. All deadlines are stated and enforced in Chamorro Standard Time (ChST). One written reminder is sent at day 14. Any additional follow-up (e.g., phone calls, if the Kandit partnership lands) must be made to all non-responders equally and logged.
  3. Answers are Yes, No, or Yes, with conditions (conditions limited to 50 words, published verbatim). These format rules are sent with the questionnaire.
  4. A candidate may revise an answer once, before the deadline. Never after.
  5. No response by the deadline is recorded and displayed as No response.
  6. Responses are published as they arrive.
  7. Any candidate may submit a statement of up to 150 words, published verbatim on their page.
  8. Factual errors are corrected within 48 hours of documentation and logged in the changelog. Nothing on this site is ever changed silently; the full edit history is public.
  9. Klaru publishes no scores, no rankings, and no endorsements.

Covered races: Governor & Lieutenant Governor, Attorney General, Delegate to Congress, and the Guam Legislature. (Mayoral races: out of scope for 2026 — pending final decision.)
